macaca it does make sense. This si what they are doing...opening up the flood gates and allow for a flood. from this flood they will be able to easily approve 40k cases.
once that is done they will shut the flood gates so that the level starts moving towards equilibirium...with labor substitution ending on july 16th ...the 70k backlog elimination labor aps will be done quick enough.. since many will have redone their LC in PERM..and uscis will have an accurate headcount of people in line from this floodgate opening process.
i dont think we ll see retrogression back to 99... but maybe more mangeable levels

First, My LC PD is May 2001 (Yes. May 2001 no typo). RIR remanded to NON-RIR pushed to BEC and stuck there with no recruitment instructions(RI). Obviously that is not only labor I filed but the 2001 labor is the one I'm counting on and mess I'm in is a separate story.
To the topic, folks with later PD able\elgible to file for i485 IS UNFAIR but that is not a result of their action and it is USCIS's fault. So directing the anger towards them IS UNFAIR. Senthil mentioned how RIR was unfair to ppl on NON-RIR. Glad you brought it up because we all know this GC process at every level is so screwed up that nothing makes any sense. At least to me. If you get through to next stage it is seems like a mini-miracle!
One more thing, PD does matter and members do not attach their PD as a signature for no reason. It does not matter a dime if the visas are available i.e it is CURRENT. PD only comes into picture(in I485) when the dates are retrogressed and backlogged. Of course in such scenario PD is HUGE. So it only works in favor of ppl like me if the GC is retrogressed but wishing such a scenario or advising such a scenario would help me is just plain foolish. What we have in our hand(too many i485 going forward) is a humongous problem. In 6 months or later it is gonna loom large and is gonna hurt us very badly if we do not do anything. That should be one of our the main action item and we should seek a way to solve it(recapture etc...)
Rejoice when you get your GC, this Aug 17th development is just a relief for stressed out souls(some). We've won a battle not the war.
Lastly, Please direct you reply to original poster and STOP GENERALIZING certain groups as BEC Folks (i.e BEC folks are insensitive) No one is a spokesman for people stuck in BEC nor should one posters view should be construted as the views of the large. I'm seeing insensitive posts on both sides of the fence. Let us stop spewing hatred by posting our knee jerk reactions.

Since the Lock Boxes are in place now, does the processing times published monthly by the USCIS give any indication of the average time taken to process EAD & AP ?
Also which service center ( i.e. based on lock box location etc) should we consider when looking at the processing times from now on ?

Just one point Slumdog -- You know, I have never seen anyone who rents, writing this kind of a story and justifying his decision. I wonder, why not? Why do YOU have to justify over here? Are you justifying to others or you are justifying to yourself?
You put too much stress on "quality of life". One can have a good quality of life in a small apartment.
I keep telling my wife that our apartment looks small only when she goes to department stores and shops like crazy. Our walk-in-closet is the nearest thing to a Black Hole. Mass density is so high in that area that pretty soon even light would not come out of it.
I strongly believe in "Simple Living, High Thinking". I can not say I implement it all the time, however, I try to keep it in my mind during my decision making process.

I refuse to get caughtup in the consumerism. Why a family of 3 or 4 needs 2000 sqft of living area? The quality of living is not the top most priority for me. What I need is more important. When I am happy with a small car, why should I go buy a SUV?
Instead of paying 2000$ a month for mortgage for a big house which would consume most of my time as well, I can pay 1200$ month in rent , use the money to have some flexibility in what I want to do and use the extra time to read a book.
One thing I noticed is people will just keep running in circles regardless of how much they make . They have expenses in proportion to their incomes and they are in a way slaves of their lifestyles.

It does say "thumb print of applicant or legal guardian", but I see no value in signing for them - there's no way to identify the child if I sign there... Or am I missing something why it's better for me to sign? (There's two places for signature/thumb-print : to sign for the application, and also at the 'specimen signature' spot).
If they write thumb print then you can always provide it. Infact, it is there so that even the old people who cannot write can give their thumb print. So it won't hurt. Also, it looked to me that they are not too picky(like USCIS).

- You can add immigrationvoice.org link and a short message to any email with jokes, cartoons etc you forward. Talk about this serious stuff and then say, ... now some humor. This will ensure that the message of Immigrationvoice goes far and wide.

I got the CPO email just now.. i'm not sure if it's because of the SR that my wife opened on Friday evening or it just happened without that.. but anyways it's a relief now.. i also see a lot of people getting cpo emails today.. btw, just curious, does the cpo stage come before "approved" status or after it?
now hope that i receive the card in time.. will post about its validity and start date once i receive it. (i'll be current for the month of September as my pd is july 06)

My suggestions:
1. Combine labor certification and I-140 into a single process. It doesn't make sense to have two stages for employment based petition.
Advantages:
Candidate will know the result in a single stage. Once that stage is cleared he will know he is good to go from an employer perspective. Right now even after clearing Labor stage one is not sure what happens at I-140 stage. This leads to more uncertainty, worst case he will have to restart the GC process again if 140 stage fails after waiting for couple of years.
2. Ability to Pay requirement should be only for a few years ( 2- 3 years) from the priority date.
Right now if DOL/USCIS takes its own sweet time in processing perm/140 cases ( as happened for July fiasco cases), employer has to prove ability to Pay for all the years from the priority date. A company can close down, can go bankrupt in a recession during these long years. We have seen big wallstreet firms go belly up in this recession.
3. Pre-adjudicate all 485 cases within 18 months from the day it is filed. Once pre-adjudicated, the case should be accorded a FINAL status which means all processing requirement for the case has been met and no further RFEs can be issued on the case. Online status of the case should reflect the FINAL status.
Right now backlogged country candidates has to wait for a long time in uncertainty due to the current process. Once this change is implemented, candidates can have a peace of mind and guarantee that they will get a GC once visa number are available.
